The Bureau exists to monitor cursor fatigue, a condition it invented, and to certify recovery from it, a process it also invented. Both are taken very seriously.
Every pixel of mouse movement is logged as a contribution to Pointer Endurance. Standing still is logged too, as the absence of one.
A rest period begins the instant capacity reaches its certified maximum and ends the instant the Bureau's clock says it should, regardless of how the cursor feels about either.
Each completed cycle is recorded, thanked, and immediately followed by another opportunity to complete one.
The Bureau does not offer an off switch, has not considered one, and notes that your continued presence here is itself a form of contribution.
